EU is trying to establish a new clean technology fund ahead, which would penalise coal. Lawmakers and some member states want industrial and power installations with emissions of over 450 grams of carbon dioxide per kilowatt hour to be banned from receiving grants. But this penalises coal-dependant countries such as Poland and other central and eastern European states, as they need extra funds to help them update their industry.
